STEP 1 - DOWNLOAD AND COMPLETE THE NOTARY PUBLIC APPLICATION / INSTRUCTIONS:

The download consists of the Hawaii notary public application and instructions detailing other items you will be required to include with your notary public application, such items are explained in (#20, #23, and #25) in the notary public application. The application includes an affidavit at the end of the form and this MUST be completed and sworn to before a currently commissioned Hawaii notary public.
STEP 2 - MAIL OR DELIVER YOUR NOTARY PUBLIC APPLICATION TO THE DEPARTMENT OF THE ATTORNEY GENERAL
Once you have completed the notary public application form as well as gathered the required items (#20, #23 and #25) in the application you can mail these items, or personally deliver these items, to the Department of the Attorney General at the following address:

STEP 3 - STUDY AND TAKE THE OFFICIAL STATE NOTARY PUBLIC EXAMINATION:

Be sure to study the manual and then take the official state notary public examination and await your passing notice. After approval of an applicant by the Attorney General, the applicant is required to take a written closed-book examination. The passing score is 72 points or 80 percent.
The state exam is given on different days and at different times depending on which island you reside. You will receive detailed instructions of when and where your exam will be given once you receive notice your application has been accepted. Once you take your exam it will take 2 to 3 weeks to receive your final results. You will receive a written notice via mail informing you of your final test result and detailed instructions on what to do next.
STEP 4 - MAIL OR DELIVER PAYMENT FOR ISSUANCE OF YOUR COMMISSION TO THE DEPT. OF THE ATTORNEY GENERAL:
You can mail or deliver payment for the issuance of your commission to the Department of the Attorney General. Once you receive notice from the state that you have PASSED your exam you will need to a make payment of $40.00 to the Attorney General for the issuance of your commission. Please make a check payable to: "State Director of Finance".

An address change shall include the old and new address of the residence or business and the effective date of the change. STATE OF HAWAII NOTARY REQUIREMENTS
ELIGIBILITY
Be 18 Years of age or older.
Be a resident of the State of Hawaii
Must pass the required state exam.
Must be a United States citizen or permanent alien of the United States.
PROVISIONS
Bond: A $1,000 notary bond is required for new and renewing notaries.
Non-Residents: Not permitted.
Filing Fee: A $50 filing fee is required for new and renewal notary applications: $10 to file the application and $40 to obtain an original commission.
Term: 4 years.
Jurisdiction: Statewide. (Includes all islands and water of Hawaii.)
Education/Testing: Required. After approval of an applicant by the Attorney General, the applicant is required to take a written, closed-book examination covering statutory laws, rules, and duties that specifically apply to notaries public in Hawaii. A passing score is at least 72 points or 80 percent.
Notary Seal: Required. An engraved seal or rubber stamp facsimile round seal.
Record Book: Required by law.
