Eligibility:
Be 18 years of age or older.
Be a resident of Connecticut or have a principal place of business in the state.
Pass a written examination approved or administered by the Secretary of State, and pass with a 100% score.
Receive the recommendation of an individual who has personally known the applicant for at least one year and who is not legally related to the applicant.
Not have been convicted of a felony or crime involving dishonesty or moral turpitude.
Not have had a notary commission or professional license revoked, suspended, or restricted by this state or any other state.
Not have engaged in any form of official misconduct.
Provisions:
None required. A notary public is liable to any person for damages that result from official misconduct. Notaries are encouraged to purchase a notary bond to insure themselves against claims of negligence.
Errors & Omissions Insurance
Optional. Notary Service and Bonding Agency, Inc. strongly recommends that Connecticut notaries insure themselves against claims of negligence.
None Required. A notary public may keep and use an official notarial seal. If a notary public utilizes a notary seal (embosser or inked stamp), the seal should contain the notary’s commission name, the words “Notary Public, Connecticut, and My commission expires (commission expiration date).” Note: If the notary does not utilize a notary seal or stamp, the words “Notary Public” and “My commission expires (commission expiration date)” must be typed or printed legibly by the notary near the notary’s official signature on a notarial certificate. If a notary seal or stamp is lost or stolen, the notary should notify both the local police and the Secretary of State. A notary must immediately destroy the notary seal upon resigning as a notary or upon revocation, lapse, or expiration of appointment as a notary public.
Not required. It is strongly recommended by Notary Service and Bonding Agency, Inc. that Connecticut notaries record every notarial act in a notary record journal.
A $120 state filing fee is required for new notary applications, and a $60 fee is required for renewal notary applications. There are no application fees for certain state police officers applying for a notary commission.
Required. Must pass, with a 100% score, a written examination approved and administered by the Secretary of State.
Permitted. Non-residents must have a principal place of business in Connecticut.
Notary Commission Renewal
A notary may apply 90 days before the expiration of the current commission by completing a renewal application form.
Steps:
Connecticut new or renewal notary public licensing.
Send the completed application for appointment and examination to the office of the Connecticut Secretary of the State and wait for your commission certificate to arrive in the mail.
Once you have completed the application for appointment and examination according to the instructions you will need to mail it along with a check or money order in the amount of $120.00 made payable to the “Connecticut Secretary of the State,” to the following address:

Your application may be returned due to error or incompleteness. A letter identifying the error or omission will accompany the returned application. It will be your responsibility to make the necessary additions or corrections and return the application to the office of the Secretary of the Commonwealth. No additional fee is required when resubmitting an application, unless one of the reasons for return was nonpayment or underpayment of the statutory application fee.
Receive your Certificate of Appointment from the office of the Secretary of the Commonwealth and prepare to take your oath of office.
Upon receiving the Certificate of Appointment, and before performing any notarial act, you must take an oath of office. The appointment and oath of office must be recorded within 30 days of having received the Certificate of Appointment with the town clerk in the town in which the notary resides. If the notary is a non-resident, the recording must be made with the town clerk of the town in which the notary's principal place of business is located.
When taking the oath of office, the applicant who is now the notary public would sign the Certificate of Appointment and the officer administering the oath of office would complete the jurat section of the certificate. The recording of the oath and appointment must also be confirmed on the certificate by the town clerk. After completing the mandatory recording described above, notaries may also record their certificate with the town clerk in other towns. This secondary recording is an option. The filing fee for recording the notary's commission and oath is $10.00, set by Section 7-34a of the Connecticut General Statutes.
