Be 18 years old or older.
Be a resident of the State of New Jersey or a resident of an adjoining state who maintains a place of business or is regularly employed in New Jersey.
Receive the endorsement of a member of the Legislature, Secretary of State, or Assistant Secretary of State.
Not have been convicted of a crime under the laws of any state in the United States for an offense involving dishonesty or a crime of the second degree or above.

Errors & Omissions Insurance
Optional. Notary Service and Bonding Agency, Inc. strongly recommends that New Jersey notaries insure themselves against claims of negligence.
Notary Stamp/Notary Seal
None Required. New Jersey notaries public are encouraged to authenticate every notarial act with a seal of office that contains pertinent notary information.
Record Journal
None Required. It is strongly recommended by the Department of the Treasury and Notary Service and Bonding Agency, Inc. that New Jersey notaries public record every notarial act in a notary record book or journal.
State Filing Fee
A $25 filing fee is required for new and renewal notary applications. A $30 filing fee is required to submit an online new or renewal notary application through the Notary Public Online Application System.

Non-Residents
Non-resident applicants must be residents of an adjoining state and maintain, or be regularly employed in, an office in New Jersey. Non-resident applicants must also file an affidavit with the application to the Treasurer.
Notary Commission Renewal
A notary public may apply 90 days before the expiration of his or her current commission by completing a renewal notary application form. The State sends out renewal packages three months prior to the commission expiration date.

Complete the notary public application form in strict accordance with the instructions listed on the form. As part of completing the form, you will need to obtain an endorsement from a member of the Legislature. When you have completed the form, according to the instructions and obtained endorsement from a member of the legislature, mail these items and a $25.00 check made payable to "Treasurer, State of New Jersey", to the following below address. Note: Non-resident applicants must also file an affidavit with the Treasurer setting forth their residence and address of the office or place of employment in New Jersey. The affidavit should be submitted with the application form to the Notary Section.

Receive your Commission Certificate and Oath Qualification Certificate and take your oath with the county clerk.

Once you receive the Commission Certificate and Oath Qualification Certificate, take them to the County Clerk of the county in which you reside, within three 3 months of the date listed on the Commission Certificate. The County Clerk will then administer the oath of office and collect a filing fee according to the clerk's statutory fee schedule. The County Clerk will then return the Qualification Certificate to the Notary Section to complete the application process. Remember that failure to meet the three-month time limit will result in the cancellation of the appointment, and the filing fee will be non-refundable.
