Be a resident of Oregon, or have a place of employment or practice in Oregon.
Be able to read and write the English language.
Not have had a notary public commission revoked during the 10-year period preceding the application date.
Not have been convicted of a felony or of any crime involving fraud, dishonesty, or deceit during the 10-year period preceding the application date.
Pass the Secretary of State Notary Public examination.

Errors & Omissions Insurance
Optional. Notary Service and Bonding Agency, Inc. strongly recommends that Oregon notaries insure themselves against claims of negligence.
Notary Stamp/Notary Seal
Required. A inked stamp.
Record Journal
Required. A notary public must keep and maintain one or more notary journals. A notary journal may not be shared. Notaries public must retain their journals for 10 years after the last notarial act recorded in the journal.
State Filing Fee
A $40 filing fees is required for new and renewal notary applications.
Education/Testing
Required. State law mandates that new applicants and inactive notaries complete a notary training course, which is offered by the Secretary of State at no charge or by a certified education provider for a fee. After the training requirements, the applicants and inactive notaries must take and pass the Secretary of State Notary Public exam through their online system. Renewing notaries public may skip the notary training requirements; however, they must still pass the Secretary of State Notary exam through the online system.

Non-Residents
Permitted. A non-resident applicant of any state may apply for an Oregon notary public commission only if he or she has a place of employment or practice in Oregon. Non-resident applicants will have to provide their employer information and meet the same qualifications as an Oregon resident.
Notary Commission Renewal
A notary public may submit a new application 2 1/2 months before the expiration of his or her current commission. Oregon notaries public with an active commission are exempt from the notary training requirements if they complete and pass the exam and submit their application before their commission expiration date.
Steps: 
Complete the mandatory notary training course.

For all first-time (New) Oregon notary applicants, a mandatory training course is required along with the application, exam and filing fee. 

Oregon notaries with an active commission (Renewal) are exempt from the training requirement if they complete and pass the exam and submit their application before their commission expiration date. If you are exempt from the training requirement please proceed to step 2. However, all notaries are encouraged to take the tutorial or attend a class to make sure their knowledge is up to date and they are aware of new laws and administrative rules.

To meet the training requirements you may take an in-person seminar or complete an on-line training course. Courses are offered by the Secretary of State at no charge. Courses are also offered by certified education providers for a fee.

Pass the required exam and submit the Oregon notary public commission application.

The exam is a yes/no, true/false and multiple-choice questions test. It is based on the information covered in the training course and from the Oregon Notary Public Guide. Please be sure to read the material in the guide carefully before you proceed with the exam. You may want to have a copy of the guide available while taking the exam. Please be advised that you may complete the exam and application online or with a paper application (PDF).

Complete the background check and take the Oath of Office.

Once the background check and revocation search is complete, you will receive an email that will contain a PDF attachment of the Oath of Office. Note: If you do not pass the background check or revocation search, you will receive a different email notification.

Print out the Oath of Office document. It must be signed in front of a notary and submitted to the Secretary of State at the above address, along with a $40.00 processing fee. The Oath needs to be returned within 30 days of being issued or you will need to re-apply and submit the application fee again. After the Oath has been processed, you will receive an email that includes a PDF copy of your Commission Certificate and the Certificate of Authorization.
