Eligibility: 
Be 18 years of age or older.
Be able to read, write, speak, and understand English.
You must complete a state-approved notary education course and provide a certificate of completion with the application.
You must disclose all criminal charges involving fraud, misrepresentation, or theft. (A criminal conviction is NOT an automatic denial to become a Missouri notary public).
Not have had a notary commission revoked during the past 10 years.
If a legal resident alien of the United States, you must send a copy of your INS Resident Alien Card with the application.
Residents of Missouri you must be a registered voter of the county where commissioned, or a resident alien of the United States. You must also apply for a commission in the county where you reside.
Non-Residents of Missouri you must work in Missouri and use the notary commission in the course of your employment, must have a business address in the county where commissioned, must authorize the Secretary of State as your agent and representative to accept service of process or service of any notice or demand required to be served upon you and you must completely fill out a Non-Resident application.

Notary Term
4 years.
Notary Bond
Required. A bond in the amount of $10,000 is required for new and renewing applicants.
Errors & Omissions Insurance
Optional. Missouri Notary Service and Bonding Co. strongly recommends that Missouri notaries insure themselves against claims of negligence.
Notart Stamp/Notary Seal
Required. A embosser or rubber stamp. Ink color: black. Required elements: notary’s commission name, commission number, commission expiration date, county name and the phrases “Notary Public”, “State of Missouri” and “Notary Seal”.
Record Journal
A notary shall keep, maintain, protect, and provide for lawful inspection a chronological journal of notarial acts that is a permanently bound book with numbered pages. A notary shall maintain only one active permanently bound journal at the same time. A notary shall keep the permanently bound journal for a period if no less than ten years from the date of the last entry. For every notarial, the notary shall record in the journal at the time of the notarization the following: The date and time of day of the notarial act; The type of notarial act; The type, title, or a description of the document or proceeding; The signature, printed name, and address of each principal; The printed name and address of each requester of fact; The evidence of identity of each principal in the form of either: A statement that the person is personally known to the notary; A notation of the type of identification document, its issuing agency, its serial or identification number, and its date of issuance or expiration;
Record Journal Continued
or The handwritten signature and the name and address of each credible witness swearing or affirming to the principal's identity, and for credible witnesses who are not personally known to the notary, a description of the identification documents relied on by the notary; The fee, if any, charged for the notarial act; and The address where the notarial act was performed, if not the address of the notary's regular place of work or business. A notary shall not record a Social Security number or credit card number in the journal. A notary may record in the journal the circumstances for not performing or completing any requested notarial act. A notary shall append to the pertinent entry in the journal a notation of the nature and date of the notary's correction of a completed notarial certificate corresponding to the entry.

A $25 state filing fee is required for new and renewal notary applications.
Education/Testing
Required. Each new applicant and renewing notary must read the Missouri Notary Public Handbook and complete a computer-based notary training course or other notary training program prescribed by the Secretary of State.

A notary may apply 30 days before the expiration of their current commission by completing a renewal application form.

Steps: 
Complete the Missouri new or renewal notary bond package order form.
Complete the mandatory notary training course (available in 2 formats) at no additional cost provided by the Missouri Secretary of State for new or renewal notaries.
  • Format 2: Online Notary Training Course When the online notary training course is completed you must print your certificate number. No actual certificate will print just a certificate number. You will need a copy of this certificate number to send directly to us.

IMPORTANT: If you started this process online with the State of Missouri’s website you MUST remove yourself from there system so that we can upload your application. If you cannot log back into the state's site, you must contact the state directly and inform them what has happened. Please call the state at 1-866-223-6535 (OPT # 3). Please follow these instructions:

(See diagram below) This screen automatically comes up and you simply need to select “REMOVE” which will cancel what you did not complete online and allow us to continue processing your application electronically.  If you don’t see the "REMOVE" option, you may need to make your screen full-sized or scroll over. (If you select the "PAY NOW" option, we cannot process your application for you, you must obtain your bond separately with us!)

  • Completed and signed new or renewal application for commission as notary public.
  • Completed written online notary training course OR online notary training course certificate number.

NOTE: Do not include the $25.00 application fee for it is included in the notary package price. We will pay for and submit that fee for you.

We will process your completed application (and test) with the Missouri Secretary of State's office electronically.

Once we receive your completed application and test we will then electronically file them with the Missouri Secretary of State's office for processing. Once electronically filed the Missouri Secretary of State's office will process your application and test for commission.

 

When we receive your commission appointment dates from the Missouri Secretary of State's office we will process your order and directly email you the following:
  • Notary public bond.
  • Notary errors & omissions policy (keep for your records).
  • Power of attorney form.
  • Instruction letter on how to correctly file your notary public bond.

 

You will have 60 days to appear in person at your County Clerk's office to submit a hand-written sample of your official signature and to administer your oath of office.

The county clerk or deputy will administer your oath of office, after which you must submit a hand-written sample of your official signature on the oath of office. This signature MUST MATCH EXACTLY how your name appears on your notary bond and commission certificate

The county clerk or deputy will then present you with your completed commission certificate. Once you receive your commission certificate, you must make a copy of it to submit to us to order your official notary stamp seal. The county clerk or deputy will staple your notary bond to the oath of office and official signature filing.

IMPORTANT AND MANDATORY: YOU MUST MAIL YOUR NOTARY BOND, OATH FORMS AND POWER OF ATTORNEY FORM TO THE MISSOURI SECRETARY OF STATE’S OFFICE WITHIN SEVEN (7) DAYS FROM THE DATE OF YOUR OATH OF OFFICE and with a postmarked date not exceeding seven (7) days from the date of your oath of office.
